I feel kinda dumb but I actually found it without really having to look too hard....lol Remember that you have to steal a gate pass from the guards in order to pass those electric barriers ? well you have to actually steal in "battle mode" and its not that easy to steal from from those suckas. Once you have a gate pass ( You'll need more than one pass to pass all the gates by the way) you can easily find the way to the staircase that leads to the guard. hope this helps :)
Its funny because thats exactly where I'm stuck at too. I searched every which way for that ladder and now I'm extremely frustrated. If I find it I'll post it here.
