Its been a while since I made this union and it hasn't leveled up AT ALL.Is this bad?Or does it take a while for it to level up?

One of the invitations that I sent did not work.Because my friend said that he clicked accept but for some reason it said ERROR and then it said something about the union not being established.Whats wrong?
