PC games are just not as profitable as they used to be, consoles are more affordable to people and the expense of releasing the game on a platform that wont sell is just to much to make it a logical choice for Rockstar. 100,000 signatures isnt that many, if the game wasnt being released on the Xbox or PS3 the signatures would already be in the millions.
