I consider this more of a port than a "remaster." Like AC4 on PS3 vs PS4. It's not enough to warrant an upgrade from the PS3 version but it's good for those who haven't played it on PS3.
I've rewatched the 30 fps vs 60 fps clip three times now an I can't tell the difference at all, even with GameSpot "fancy" video player.
As a PC gamer, I'm surprised he didn't mention the #1 cause of jittery gameplay, uneven frame-rate. Video games aren't movies, the frame-rates vary dynamically depending on what's being rendered. As such, a game won't play at a consistent 30 fps or 60 fps (unless there's vsync involved) but rather a range of fps's like 20-40 fps or 50-70 fps. The most common source of jittery gameplay ISN'T 30 fps per say, but rather the dips BELOW 30 fps that occur.
What matters is having a game stay at a CONSISTENT and good frame-rate. As game that stays at 30 fps and doesn't dip down too far is perfectly fine. It's only when it starts having spikes to 10fps or something when it becomes disruptive. All this 30 fps vs 60 fps or 60 hz vs 120 hz is pure marketing. If a game stays at about 30 fps, it's just fine.
