I agree that Tomb Raider is a pretty nifty looking game, especially on the PC but why the hell are you comparing 2 completely different games? Considering the sheer magnitude of GTA V and the fact that they were able to make it look that good is commendable. Comparing Tomb Raider to GTA V is in no way a fair comparison.
