The console itself is always running at 100%, what you are referring to and what people get confused a lot is that the console isn't being used very efficiently yet. In time, like all consoles, they can squeeze more out of a console cause they know the ins and outs of the hardware/architecture. So in a since.. you are correct, but a lot of people think the Cell is this holy grail of processors, but there is a lot of hype surrounding it. Games will look better in the future on the PS3 as with all consoles.. the 360 and PS3 will always be similar in graphical quality. Their architectures are very different, but in the end they are close to the same in specs.CellienThis guy makes a very solid point. The PS3's Cell processor doesn't allow for better graphics but does allow for more things to be processed at once, for example you could tell one core to handle the physics of the game, another core to handle the audio, another core to handle another thing ect. So we might see smoother framerates on the PS3 due to more processing power but the graphics chips are essentially the same with 256MB GDDR3 Ram on them.
