It was supposed to be out yesterday, and then by the mid-afternoon it was rumored to be released on the 360 later that evening, however another delay occurred and the DLC was delayed until today. So, if you check the XBL Marketplace, you'll see that "The Sacrifice" should be available right now.
I have Comcast, and my 360 is direct connected. I've never felt that the downloads go slow, but maybe that's just me. Sorry to hear you're having problems :/

Civ V is fantastic. It's a nice blend between Civ IV and Civ Rev that was for the 360. As for the opening cinematic, I believe it is there to give gamers something to look at while the game is loading. After awhile you can press enter and it should take you to the main menu. I do find it annoying though. I've heard that, in the options, there is an area where you can turn the cinematic off and choose to stare at a blank screen for a bit. There are some things I really love about Civ V, like how all of the Civilizations have their own music appropriate for their culture, and how they speak in the actual languages. I do miss having Leonard Nimoy in there, so that is a big downer. A few things I have a problem with are that you can't stack units on a tile, how you have to purchase tiles in order to expand faster (although it does solve the issue with culture being what expands your borders), and the Great People. I love how, in Civ Rev, you could use the Great Person to provide either a permanent or temporary boost to your city/empire. For instance, with a Great Artist I could give my city a permanent boost to culture or use it to convert a nearby city that was starting to fall under my influence. Now I can only do things with a Great Artist like perform a Culture Bomb or have him/her erect a monument. It's just not as fun or as rewarding IMO. Either way, don't listen to the people who say Civ V isn't a good game, because it's a fantastic game and was well worth the wait.
