This game is not ground-breaking in many areas. Visuals are standard for this generation, story is not very inspired, etc. However, I have almost beaten the game, and while most of the missions are extremely similar, I have yet to become the slightest bit bored. This game has improved massively on it's predecessor, and become what a gory free-roam game should be: fast, fluid, flashy, and fun. Switching between powers is easy and fast, and is rarely needed (Infamous 2 could have learned a few things.) Most of the powers work differently enough to bring a sense of individuality when using them, although the Claws and Blade work similarly enough to be used interchangeably. That any power can be used for almost any situation might be annoying to some strategists out there, but it is also incredibly freeing, and I count it as a plus. Another well-done aspect was the monster creation. Each works differently, and is easiest to take down using certain maneuvers (though again, it's up to you exactly how you do it.) The "Sonic" Hunting mechanic feels fresh and is a nice change from the first game, but is used rarely and oddly: You might use it to find one target, but then the next target starts with a marker over his head.
One thing that may be a negative point is how easy the game is. I'm playing on Normal difficulty, have almost beaten the game, and died about 6 or less times. (Not bragging, it's that easy) If you want any challenge at all, start it off on hard.
Conclusion: This game is tons of fun, and what's missing in this game from others, like a great storyline and a likable protagonist, is an acceptable loss considering its genre. Personally, I consider the story this time around to be much better than the previous game's anyway. I also feel it should be mentioned that the game is plenty of fun without the pre-order incentives.
