Close to be the best, perhaps RO2 will achieve it?
Good Things about RO:
- A fun, anime inspired world, where your characters give to you the sensation of growing up. From a child (Novice), to a teen (1st Job) and to adult (2nd Job).
- A big world, with LOTS of cities and places to explore in 2D pleasure.
- PvP is better than many other MMORPGs, even though it's not awesome, it's just great.
- It's strangely addictive.
- It's fun to play with a guild in such a fun world.
Bad Things about RO:
- Not very noob friendly, community can be a bit... stupid... sometimes.
- It's in 2D. And a lot of people take that seriously.
- Grind is repetitive. Grind is repetitive. Grind is repetitive. Grind is repetitive.
- PvP has a lot of flaws. Including the overpowered Storm Gust and the lack of competition to make things harder.
- You always have the same sprite of your character :<
So, if you're a casual MMORPGer, who only wants to hack and slash some living stuff, RO is for you. If you're a more of a challenger, RO is also for you, although the class unbalance will annoy you a bit. But they can still fix it soon.

Alternatives: The only MMORPG better than RO is World of Warcraft in my opinion.
