This is the best of the "Empire" series from Koei.

This game is by far the best in the "empire" series. It is also an excellent blend of action and strategy.
The Pro:
You don't have to be great at strategy games to be good at this game. The strategy is in both the battles and in between battles. Each territory has it's own map, so unlike other "empire" games, you aren't going to feel deja vu by playing the same map over and over (unless you have to keep defending the same territory). Battle strategy is based on moving your generals (unlike other "empire" games, these generals actually can help you) and using morale of each can determine success or failure. Using generals poorly might lead to them being captured by the enemy. Losing a battle has consequences, your character might get captured and you will have to get them back or might face the possibility of them getting executed. You have the option to turn off officer death if this doesn't appeal to you. Your actions (like the for mentioned execution), drafting troops versus conscripting, over taxing, ...etc, all have an effect on how the game plays out. Civilians may rebel, or may aid you in battle or other benefits or penalties may occur. To cut this review down in size, the strategy is pretty deep in this game.
The Con:
The graphics aren't state of the art. The game play doesn't differ a whole lot from the other "Warriors" series.
