Silent Hill is the scariest game I have ever played. It's not just the monsters and the violence that make it so scary, it's the psychological terror. The burned corpses, the unseen children crying and the demonic music really add to the nightmarish atmosphere of Silent Hill. The game also has a great story line with in-depth characters, but chances are, you're going to have no idea what's happening your first time though, but keep playing, it's worth it. The puzzles and riddles can be difficult to solve but they really add to the suspense and help piece together the dark history and story line of Silent Hill. Silent Hill is best played at night in a quite environment with no one around.
