This game is probably the best of the series. I think you can't make better. The game can be complex but it's enough accessible to everyone once you know how to manage properly. You can customize every aspect from the tax rate to the acts you pass or the different budgets you wish to allow to your different departments.
It's an addictive game and you can play months before your city map is completely filled. It's even more enjoyable once you can download custom contents for free on the multiple websites dedicated to the game.
