SimCity 4 was good, but when you add rush hour, it got even better. The thing is, it is fun at first, but then when you start to build your city, it gets hard to get a good increase in money, and then you can't really do anything, because to advance the city, you need TONS of money to do so. But, even with this, the game runs good. Because of rush hour, the U drive it mode (when you pick a boat, car, or airplane and drive it along your city) is very fun. I recommend the game if you liked the other SimCity games. Otherwise, if your not a hard-core Sim player, then you may not like it.
