Genesis was oftentimes criticized for the bad-quality sounding sounds in its games. This wasn't true with Sonic 3. One thing that stood about this game, was that it had a heavy emphasis on music. It had music that didn't even sound like video-game music, but it fit anyways. The music ranged from light-hearted and high tempo to mellow and scary. This game used everything the system had to create one of the best soundtracks in video-game history. Ice Cap happens to be one of my favorites (like millions of other people, lol).
Well, overall, Sonic 3 remains an enjoyable, nostalgic, "heartful" game that everyone should play at least once. It's a shame that the Sonic today lost what made this game good. Before you quickly bash the entire Sonic series, remember where it first started.
You can get Sonic 3 for VC on Wii, or you can buy the Sonic Mega Collection that contains all the 2D Sonic games. (Make sure you play it with Sonic & Knuckles add-on for the full experience. I actually waited over 10 years to experience it for not knowing about it, haha)
