Spy Hunter is a driving game with some elements of a vehicular combat game thrown in. You play the role of a spy driving a sports car decked out with weapons, and your goal is to destroy enemy vehicles and avoid harm to innocent civilian vehicles. Like most driving games of the era, Spy Hunter features a top-down perspective. One of the most memorable aspects of the game is the extremely catchy theme music. However, the music was originally the theme to a TV show or movie.

You score points by driving a certain distance without getting killed, as well as destroying enemy vehicles. From time to time, there will be a fork in the road where you can decide which route to take. The environment will change depending on which way you go. Occasionally a red tractor trailer will enter the game screen, and the back door will drop down allowing you to enter. This is the weapons van, and assuming you don't crash into it while entering, the van will drop you back off with special weapons such as smoke screens, missiles, and oil slicks.

It is also possible to change your car into a speed boat. This happens automatically when you drive into a body of water at the side of the road that appears every few levels. The controls and goals for the boat are roughly the same as during the car missions.

The fast paced gameplay mixed with the variables that make this stand out from regular shooters allowed this game to garner a lot of attention, eventually leading to remakes on the XBox and PS2.
