I've heard her pull off accents similar to Tali's...plus, you could probably see her eyes through the visor, just like Tali...

Indy, you have to admit that Seth Green has the voice, face and personality for the part. As to his slight size and build, we've seen many actors "buff-up" for a specific movie roll. Think of Edward Norton in American History X or Tobey Maguire for Spider Man or Hugh Jackman anytime he plays Wolverine. As to his being short, think of how many pint-sized Hollywood actors there are. Tom Cruise and Ben Stiller are 5'7". Besides, the magic of movies can do wonders for an actors appearance and how tall would the actor playing Joker need to be, he almost never gets up out of his chair.

Joker is shorter in the game.
