Wave Race, for it's great weather effects Baten Kaitos, the worlds and villages are simply a work of art, and the fights look cool to, nice effects Paper Mario, technically not the best, but it's charm is just amazing
Metroid Prime, Twilight Princess, Rogue Leader, Star Fox Adventures, Mario Sunshine, Fight Night Round 2, Soul Caliber 2, Madden 08, NBA Street 3, and Wind Waker.
They're all very good, but I'm going with Soul Caliber 2 as the best. (I never played RE4)
Resident Evil 4 has the BEST graphics it is a fact so there is your answer...oh and the people saying MGS The Twin Snakes, you smoking crack or something.
However i just really love Twilight Princess art direction, gives it a real flare and of course the same goes for the Wind Waker.

i don't know if you are aware of this but there were quite a few games that used two disks to play it, on that note, i think tales of symphonia had really great graphics for its time, but RE4 does have the best graphics for gamecube. Hands Down.

If your talking about technical, then I would say Resident Evil 4 hands down. However, Zelda had the best artistic design and IMO, was better to look at.
