I think the whole series is just about complete crap (I really dont see the appeal outside of some awesome characters to choose from). With that being said, I would easily go with the PS2 for fighting games. In fact the PS2 beats the GC in every single category imo. I do like the GC but it doesn't even hold a candle to the PS2 outside of a very small handfull of games.
I've never played the PS2 versions of these games so I can't comment on how close to arcade perfect they are but:
SF: anniv collection(i.e. SF3:3s and SSFIIT )
Garou mark of the wolves
CvS2
GGX
DOA2
MvC2
and stuff on PS2 I have played
SCII and III
KoF:max impact
VF4:evo
That should def get you started, and remember on PS2 you can play awesome PS1 fighters. If you don't have a saturn or dreamcast, SFAIII comes to mind.

I always have to say this before I recommend fighting games on older consoles: Unless you have friends who you can play the games with regularly, don't bother getting any fighting games.
Unless you consider Smash Bros. to be a fighting game, there's nothing on the GC that I can recommend. I guess you could get Capcom vs. SNK 2 EO, but you'll need a stick.

Since the PS2 is backwards compatible with the PS1, I will also recommend Rival Schools.
