I enjoyed it quite a bit (then again, I regard the first game as one of the top RPGs of all time). The battle system is a bit more open than the first game in a 3D environment, so its a bit Star Ocean 3 like, except you control all the characters and aren't subjected to AI issues.
The story falls apart 2/3 of the way through the game, but VP2 is still very enjoyable nonetheless.
The combat system is superb and the art style is gorgeous but the story and characterization are much weaker than the original.

Chapter length is unbalanced, as Chapter 3 comprises a vast amount of the entire game, however the unique combat system, great soundtrack, challenging level of difficulty and clever plot twists make it an excellent RPG, if you can actually find a copy.

Clever? I'm quite sure they were telegraphed and what passed for a plot twist was randomness because there was no where left for the plot to go.
Must one play the original to understand and enjoy the second?

Now that I think on it, probably not.
In all honesty ... you can't really appreciate this game unless you've played (and thoroughly enjoyed) the first game. Now does that mean you have to play the first game (on PS ... it was redone on the PSP don't I don't know anything about that version) to like this one? No, you can just play this one but again ... you'll really have a better understanding of things if you get a hold of the first game.
So ... I haven't really answered the question ... if there are other PS2 rpgs you still want to play go ahead and get those first, then come back to this one.

My brother only played this game while skipping the first and he enjoyed it; even replayed it like twice. But he's also a crazy JRPG fool like myself.

I agree with everything especially the weak narrative. And although the combat is good, it can get tedious. Way too much time is spent on battles. I personally like RPGs where the battles go by quickly. The first VP's battle system was great because it was quick, fast, and effective. In VP2, I know that's how the game is designed and I'm sure some people like it. But for me, it was just too much because grinding is required to level up just to beat the tough bosses. It was just way too time consuming.
The boss battles are fun though because a lot of strategy is involved. I will say that VP2 had some of the best boss battles among JRPGs because of this. Who you use, what magic you have, formation, and all that was really deep.
