To get vincent you have to go into the mansion in nibelheim and theres a safe open the safe by putting in the code right 36 left 10 right 59 right 97 but u cant pass the number. after this you will fight a boss after killing him go downstairs were sephiroth is and before that room is another one were you can open it with the basement key and vincent is inside the coffin.
