GTA 4 and Ghostbusters. Hunting ghosts in an open GTA like setting would rule. Or they could just make GTA legands/myths real, like Ratman and the Sprunk ghost, then you have to hunt them down.

The end climax takes place in Big Ben, where they die hopelessly because Helicopters not been invented yet.
