I'm confused as many people say there is much more area to explore in fallout 4 than there is in skyrim. And others say the space used up for mountains in skyrim make it bigger. So which of the two is bigger (has more area to explore, ie can't explore mountains)?

It's hard to compare the two. There are unused areas in both - but I think in Fallout it's mostly water that's unused.

Fallout 4 has more enemies on the surface, and is much more vertical in spots.

Great question. I enjoyed the mythology of Skyrims world a lot more but FO4 certainly feels bigger.

At some stage in open world games, I normally like to travel from one end to the other and it took quite some time in Skyrim with a lot of things to do in between. I haven't done so in FO4 yet but will do and get back to you.

I never felt base game FO4 was that big, too many doors perma-locked.

Skyrim has bigger map by far. But on the whole, both maps have same amount of locations in it, more or less.

-mind you, the cities in Skyrim are far bigger than the tiny towns of F4...

And in Skyrim there are sub locations that have their own locations. The massive cave system below the mountains is one good example.

@henrythefifth: I had thought the same thing about the caves, but there are several buildings and tunnel systems in Fallout 4 that are very expansive. I'd say overall there is more in Fallout 4.

Skyrim is bigger than Fallout 4

Skyrim´s map size is around 14.8 squarekm where Fallout 4 is only 14.2

Not to forget the mountains in Skyrim which makes it even bigger.

That how ever is not taking into account DLC and various underground and other locations. So fallout 4 may seem to have more locations to discovery than Skyrim because a lot of skyrim is open space.
