Is there a way to make my console have Connection Priority?

Is there a way to make my console have connection priority over anything else on my network. When I am playing CoD 4 and my brothers starts to download or go on Youtube I start to lag is there and way I can limit his connection or give my console more priority over his computer so I don't lag.
