If someone could answer a quick question for me. Are the mouth movement animations when a character talks in a video game changed to match every language the video game is released in? I wanted to know because I was watching a Japanese/English voice comparison video on youtube for a game I liked and the mouth movvements looked extremely accurate in both languages, but I can't tell if it's just my imagination thinking the movements change or not. Could anyone explain how the process works?

Depends on the game, in the past (even in the PS2 era) the technology to accurately lip sync dialogue on every cut-scene wasn't really fully exploited so we only got a few FMVs where lip sync issues were apparent (Final Fantasy X). Now that the technology can utilize it better and more it has become more apparent (Final Fantasy XIII).

They change around the dialog to match the mouth animation as much as possible. Just like dubbing in foreign movies. Most japanese games are originally synced in Japanese, most american games, in english.
