All I can suggest right now (even for myself) is to go for what you can afford. Even if you have a 13" TV, you can still get the console, you just won't get all the "benefits" from the bigger TV. But then again - you can always get both, one or the other later on.

What's SDTV?
Standard Definition Television
But ya, go ahead and go next-gen. One of my friends has a mega old tv and his 360 still looks pretty good on it. Granted, you won't get the quality that you would normally get from HD but it would still be good. Although, some games (such as Gears of War) that are very detailed will be hard to make out exactly what is going on at times. IMO, go for next-gen (current-gen now, but w/e), considering past-gen production is pretty much stopping.
I play all my next gen(really current gen games) on a HDTV but started with a sdtv and can honestly say that a next gen system on a sdtv is discernabbly better than a last gen system. The graphics are still more detailed and physics still rock even without a HDTV.skingus
I must add though, even when I went from playing Halo 2 on a SD to an HD there was a major difference that made me say wow.
