definitely get Persona 3 FES as it comes out next week for only $30 and thats the cheapest you will ever find it. also get Phantasy Star Universe, Rogue Galaxy, Dark Cloud 2, Valkyrie Profile, and Shadow Hearts
As said, Dark Chronicle/Dark Cloud 2(Dark Chronicle is better, but it's only on PAL or NTSC/J), Valkyrie Profile, Shadow Hearts 1-2, Suikoden 1-3, 5, Persona 2-3 FES, Final Fantasy VI-IX, Xenogears, Xenosaga 1-3 Digital Devil Sega 1-2.
