I've enjoyed quite a few similarly styled games. Just Cause is another one that I found to be quite a bit of fun. Mafia (PC) is probably my favorite in the whole genre. The difference between Mafia, Crackdown and even Just Cause is that those games actually tried to do something unique with the sandbox design while Saint's Row aped damn near everything from GTA. I personally enjoyed SR but it was incredibly derivative and, as I predicted when it was released, it and any potential sequels would be obliterated by GTAIV.
Volition is a talented developer (The Punisher is one of my favorite shooters, period.) so frankly I'm disappointed that they are wasting so much effort making inferior knock-offs rather than focusing on something more original. Frankly, I'd love to see them take the sandbox approach and make something like a futuristic GTA or maybe a western or WWII sandbox type game.
Now that would be something to get excited about.
Also, GTA owes the DRIVER series nothing. The original Driver was basically a racing game with cops and by the time the sequel hit store shelves, the first GTA had already become a cult hit and that's more than likely where they got the idea for Driver 2.
