The technology comes from Japan, but as with American creations, the production is outsourced to other countries in order to save $$$ on materials, labor, and production.
That's actually not surprising at all. In 2005 the U.S. trade deficit with China was 201 billion dollars. Half of the stuff anybody in any developed country buys comes from China. I dunno if it's true or not but I just Googled that the city of Wenzhou makes 70% of the metal cigarette lighters in the world.
