I think a better question is what consoles aren't. And the only one I know of for that is the 3DO. I'd say NES Top Loader, but that's more of a model than a console itself.
Most cartridge based consoles are with the only exception I can think of being Turbo Grafx. But with cartridge based they would have small obsticals such as plastic pieces that block non us carts entry. Its easy to get rid of them however.
Disc based systems: PSP, 3DO, PS3 (Maybe only partly, but I think fully), possibly others.
SNES isn't region locked. All you have to do is cut these two plastic pieces out of the inside where the cart goes and a Super Famicom game will fit and work.
