What decides the price tags of games?

I have one question..

What decides the price tags of games? I just got Dead Space and Burnout Paradise for the PS3 at 19.99 each but game like Fallout 3 and LBP are still at 59.99?

Is about the dev or the publisher?

Developers and demand of the game play a part.
