What makes a puzzle game a good puzzle game?

It has to offer something unique. Like proffesor layton did for example. Tetris did it back in the day. Look at what pushmo or picross did. Very revolutionary.

For me, fascinating locations are more important than the quality of puzzles.

Syberia is a good example of this.

Or the cheap 'find items' PC games. I like playing them if they have evocative locations in which the items are hidden.

Complexity or quality of puzzle. Loved Prof Layton on Nintendo DS. Also loved the Broken Sword series on iPad..

Beatable and logic puzzles that also require lateral thinking. Portal 2 is the best example I have played

Striking that right balance of intellectually creative and challenging without dipping into the realm of so hard that you want to throw the controller at the TV. I don't mind something that I have to come back to with a fresh perspective, but if it's stopping progress for days it's too hard.

The best puzzle games I got lately are the Faraway series on mobile Play Store. So we can see:

-Unified puzzle style across all the level. And there is like 30 level in a single opus of the series.

-Unified graphic style

-Good and quick control

I'm sure there is a lot of other scheme to do a good puzzle game.
