I'm gonna have to go with Most Wanted since it basically is a mixture of Hot Pursuit and Underground.

NFS III: Hot Pursuit... The ONLY correct answer :) I realy dispised evreything after and including NFS Underground, excluding Shift.

Ooooh, I'd forgotten about High Stakes. Not many racing games do the money aspect nearly as well as that did.
