I personally like to buy games like Halo 3 and COD 4(big name titles) on their release dates but games like condemned and F.E.A.R. I tend to wait a wiles til I see a price drop.

Not including the occasional impulse buy at Best Buy or digging through the bargain bin I tend to hit a point where I say "I'm going to buy some games today" and I head out shopping. I'll usually pick up one that's on my list to play and then make an Amazon order.
Sometimes there are games that I just want to play as soon as they are released. Typically I'll wait for some kind of price drop though. Usually the games I buy on release day are games that most of my friends will have and it is more of a social event (Halo 3, GTA4 when it comes out). Nobody will care about Persona 3 FES but they will all be talking about GTA4 so I will get it when it comes out to be part of the discussion when it is relevant.
i usually know what i want so i pre-order and get the game on release... sometimes, if i am in the mood, i will buy a game on sale like fight night round 3 which i got for $29 and the darkness which i got for $29.
Since my budget for games had to be slashed severely a couple of months ago I have now given up on impulse buys and bargain bin scavenging and I just buy two relatively new games a month (which is also more than I have time for). It's working out great. Last month I got professor layton and patapon, this month Persona 3 and No More Heroes, next month most probably Odin Sphere and the new Mario Kart. Hope to be able to stick to just two games a month.
