As far as gaming time, I'd give my kid free reign. My opinion is that it's cool to have a vice as long as you can maintain a normal lifestyle and do the things expected of you. If my kid can play games for 2 hours everyday and still get As and Bs, i'm not gonna punish him for it. My strictness would only really come in to play once they've messed up. If my kid brings home bad grades, the system is getting locked away until the next grading period. If it's a test then he can't play ANY games until he brings home a good grade on the next test. If it's a report card, no games until the next report card (which could be months).
As far as what ratings i'd let him play, it'd have to be a case by case basis. From how I was as a kid, I guess a general rule would be E and certain T games when age < 8. Any T game and certain M games when age < 13. In GA you can get a job when you're 16. At that point if they're mature enough and responsible to hold down school and a job, I don't think there's anything in any M game that they could handle.
