Why doesn't anyone make a perfect game more often?

The reason is this: developers have to make a choice between making the perfect game or making a profitable game.

It might sound stupid and surreal, but I think completing this task could be simple. By working thousands of hours on a few details, reviewing the pixels on a leaf for a whole day. Although quite... umm... impossible, it is at the same time; possible.
