From the looks of it, Apple is planning on releasing a traditional game controller that works wirelessly with iPhones, iPods & iPads.

It's up to the developers whether or not their apps and games output to that level. Unless the ipad itself shifts to 16:9 resolution you are never going to have good support for this. Why would a developer code the app for a different aspect ratio as well when only a minority will use an ipad with a TV?
The new ipad also cannot charge while gaming so it is useless as a gaming console alternative.
Ipad is the only idevice that can fulfill this purpose but currently its a long way to go.

Apparently, since a handful of upper-tier games support 1080p, this means the ipad is capable of fitting astonishingly well on a TV.
