Amount of Pokemon in Black and White

I recently heard from someone that all pokemon will be available in the new games, not just the new ones created for the 5th generation, which would mean around 700 pokemon in the game. Is this true? I can't find anything about this online

You can't catch all Pokemon in the games but you can have them all, here is a list of the Pokemon you can't catch :)

i thought that once you finished the game you would be able to catch the normal pokemon from the other game generations in Black and White.. but for the story mode of the game you were restricted to just the native new region pokemonfer-

That's right, you'll only encounter new Pokemon pre-E4. There will be some older Pokemon encounters in the wild after the E4 in certain areas. However, you won't be able to encounter ALL old Pokemon.

In other words, without transfering from Gen 4 games, you won't be able to get a large number of the older Pokemon.
