I would say my favorite two characters are Zero Suit Samus and Toon Link. Mario however i sthe best rounded of course so that sorta puts him in the runnng for "best" character even though I rarely use him.

Are you crazy, Ike is extremely slow, and all his moves are predictable if you dont know how to use him, he's not a noob character at all.
And maybe on a very small stage, Ikes attacks knock you off at first.

I would assume trying to declare the single best brawl character here and now, is a bit too much to pinpoint. It'll take time to see if there will be any worthwhile amount of discoveries and exploits in brawl, like there were in melee. It'll take a few years. Yes the game doesn't seem so tech heavy as before, but SSB64, the first in the series, didn't have as many techs as in melee, but that didn't mean casual players could fight with pros on fairly even ground. To be a pro takes more than just techs, and techs in a game need their time to be rooted out. Going off on a tangent, I think that with how things seem to be as they are now in Brawl's gaming, in contrast
Melee-had more universal exploits like L-cancelling, and the infamous wave dashing, wave sliding, moon-walking
Brawl-seems to have a bit more of a focus on character specific exploits ei: mortar sliding with snake or falco and even link, pika's quick attack cancel, Falco's laserlock, Links arrow canceliing, Link's/Peach's forward smashing while holding a bomb/turnip(seriously, just hold A after you down-b and c-stick)....and...Koopa hopping....Im jealous of that, and more
Stuff like fox trotting and RAR'd aeriel's are still in which are more universal exploits, and still useful since brawl is more about spacing with distance and good evasion. Many characters benefit from this.
Also dashing into a short hop and fast falling, with near lag-less aerials, is great for spacing, along with fox trot, etc'(Captain Falcon needs this for optimal performance and speed since he now has a strict learning curve and less favorable match ups).
My two cents.
In trying to be broad about the best characters in brawl I'd just simply go for the better characters as of this moment in the game. Yes this will be according to tiers, but from numerous tourney results and not bias opinion of favorite characters. Also... Tiers are created through tourney match ups with each character's victory to loss ratio, meta game, advantages match ups, etc., to determine the best of fighters with the most accessible and potential. Tiers are not created through casual play with character bias and skill alone.In a heated match, on a competitive level with your invested time, effort, money, and winning as your top priority,tiers are created for your benefit.In a big tourney match, it's all on the line. Some characters will be the best, the worst, or average out amongst the cast numbers. But is it fair? No it's not fair. It's not fair at all. Tiers are a necessary evil. They will always exist.
And also tiers don't make players choose characters without the player's consent. It's not the tier's fault, and it's not other players' faults. It's a gamers choice. People are just easily influenced and enthusiased by human nature. And for the record I do dislike tiers.

~Brawl- Snake, Meta knight, King Dedede, Marth, Falco, Mr. Game and watch~
P.S. I main Captain Falcon and Marth, ever had since melee. They play similar for me. And even though the Captain is considered "low" and even "bottom" I can still use him solidly despite his strict learning curve now, matchups aside. It's hard to let 6 years of character experience drop for nothing. lol Captain Falcon all the way. Oh,and let the flaming commence, since these boards can get full of it.
