Most racing, sports, party (like Carnival Games and Mario Party), fighters, puzzle and strategy (like empire building or Sim City) games have no stories at all. That's a lot of games.(With your logic), Mario Galaxy is an RPG along with Super Mario World as well, Metroid is an RPG, Call of Duty - RPG. Getting my point? RPGs, need some sort of customization of the main character(s) and allow them to level up (Baldur's Gate, Fallout, Neverwinter Nights) and also another thing that differs Zelda from RPGs,which some devs arn't doing, is a Turn Based Strategy, whether ATB or just turns.
The only Zelda game to fit the category of RPG is Zelda II The Adventure of Link (which is the most difficult and most different, except CD-i, in the series).
Yeah I know, but it's just something that makes sense. Role Playing literally means 'Playing a Role'. They may as well have called RPG's dungeon crawlers (like syntotic said) because the name RPG doesn't specifically fit the game genre of RPG's.
