Needs it badly. After playing games with good voice acting and then playing Zelda TP afterwards it feels incredibly dated to be reading text during a cutscene. Fair enough if link remains silent but you need to give the other characters some life and personality at least.

We know that Fi will have a similar gibberish talk like Midna, and Zelda sings surprisingly well. Her singing sounds more like a language than gibberish/humming. Not sure if these count as voice acting, but they're there. :P
Why give them a personality when gamers can make their own personalities for every character? It works well in books and most of the time the personality you imagine will be way better than whatever one Nintendo would give to the character anyways.Needs it badly. More gibberish speak then? It works in some situations, comes off as awkward at other times. Hopefully this will fit in as well as Midna's did.I saw an interesting video on how voice acting takes the emphasis off the music, in which the music itself would've carried more emotional weight than the voice acting coulddone. Considering how good the musical score is in the Zelda franchise, maybe it's a good idea to keep everyone silent.
But if I voted, I'd put myself in the "couldn't care either way" category, as long as the either the music is good, or the voice acting isn't cheesy (Link may need to stay silent).
