I don't understand how blocking a shortcut would give someone an advantage... isn't the shortcut the advantage?

It's not an actual shortcut. It's a non-intended game glitch.

Call it what you want it creates a shorter path for the race. You can replace the word shortcut with "glitch," and the sentence still holds the same meaning.

It's a shortcut that seems to be caused by a glitch. In this case, Nintendo calling it a shortcut implies that they don't intend to treat it as a glitch (at least not publically). The terminology does make a difference, I think, in terms of the meaning of the sentence even if the end result it the same, which it is.

Whatever it is, you are right that if it was only removed only in NA, it would give everyone else an advantage over those in NA not the other way around.
