I'll let you be the judge of that, but I will tell you what CoNR3 features are so you can do so. The game has 40 characters in all, and while some characters are mostly the same as their pre-Shippuden counterparts, others have new movesets, specials, etc. What's new for everyone, though, is the inclusion of Latent Ninja Powers (LNP), which allows players to access certain bonuses as when their health reaches a certain point. It might not sound like much, but a lot of matches can be impacted by a player's knowledge and use of LNPs.

Outside of that, it's what you would expect from a fighting game follow-up. All of CoNR2's modes are back (albeit Story mode is pretty broken), new stages, an expanded 2-vs-2 with assist attacks and the like, a few tweaks to the fighting system itself (which may or may not feel different, depending on how familiar you are with the series, but they make an impact), and an adequate online mode.

It's hard to say for sure whether or not this game is worth it, since I don't know how much you've played CoNR2 and how fond of it you are. That said, if you're a big fan of the series or even fighting games in general, it's almost a no-brainer to pick it up. The additions carry their weight well, and if you have others to play with, it will definitely keep you busy for a while. I've had it since launch day (well, technically, even before then), and I still enjoy it a lot. Just finished playing the game before reading this message, actually. :P

i feel that 3 is the best clash of ninja game yet, but theres new one out in a few months called dragon sword

Dragon Sword isn't a fighting game, though. It's more of an action-based game with the Naruto cast.

i didn't know that i haven't been able to find much news on it

I have Rev. 2 and Rev. 3 and yeah I'd say trading in Rev. 2 for Rev. 3 is definitely worth it. From the screenshots you can't really tell, but I believe Rev. 3 actually has noticeably better graphics. It has a much wider cast of characters, pretty good balance, better gameplay tweaks, the usual stuff.

I played revolution 3 and its awsome but the only error in the game is the online its kinda laggy

It was a good game, though to me the paper bomb guy seemed really broken in story mood.
