That's not really true, Mario has always been a game that lends itself to doing whatever it wants. These space themed levels could have been in the mushroom kingdom, there is no set topography or style for the mushroom kingdom. Like in Mario 64, you had the innards of clocks, levels full of water, ice mountains, volcanoes and so on. They can do whatever they want. The only thing the Galaxy theme did was allow them to use the themes of space in every level if they wanted. Whether the story says their in the mushroom kingdom or not, they could do the more "open" levels of Mario 64 or they could do the more traditional Mario levels. Location doesn't matter, its only matters what they want to do with level design. Agreed. The Mushroom Kingdom is flexible enough to the point where the level designers can go wild with making creative levels. The entirety of Super Mario 64 was based on being inside of a castle full of paintings, for crying out loud, and the whole Mushroom Kingdom world has changed so much over the years, that not much is out of the realm of possibility. The advantages that the Galaxy theme brings to the table is the ability to make the gravity as a crucial gameplay element and the 'planet-hopping' aspect, which is pretty much going traveling long distances between separate parts of a single stage, more reasonable.
Still, with Nintendo's creavity, I think there are ways to incorporate a lot of what Galaxy does to a more traditional Mario setting. While that would probably mean that Nintendo's level designers will have to cut back on the space-related elements some, the mechanics doesn't have to be killed entirely, as the Mushroom Kingdom can support a variety of different worlds as well as any game-related setting.
As long as Nintendo doesn't confine the game within a sole area, such as a tropical island, again, I wouldn't worry about the level design creativity in a Mario game anytime soon. :P
