It depends on the Pokemon level, strategy, learn moves, stats....etc. for me, I would go for pickachu if it was holding the light ball, otherwise, ninetails has the advantage due to evolution stage.... ninetails is bigger so,... more powerful than a pre-evolution of raichu! again, it depends...
