Haven't done this in a while so someone correct me if I'm wrong. First I don 't think its possible for someone to just tell you its better. Second, you should've kept track of all your EV battles hitting 252 or 255 I believe depending on you. No one can tell you if you have reached max out because A: You EV Maxed so those Vitamins won't work or B: You can only use "X" amount of vitamins before it won't work (there lies the problem, you don't know if its A or B.) The only thing you can check is to see if you lower level pokemon is stronger than you high lvl one by doing a lvl 100 or lvl 50 battle match and look at the stats manually to compare which is better.
Yea its really confusing at first--battling "X" Pokemon getting "X" EV's. Don't battle "X" pokemon becasue it gives you wrong EV points. What to do if that happens, OMG what items promotes growth, whats Pokerus, and whatnot. Let's not forget IV's as well easily being confused with EV's. Don't sweat it though, after your first one things should fall into place. Not sure if you know these sites but use it for references: bulbapedia.bulbagarden.net and serebii.net
thanks for the info guys but im new to this so yeah i dont know what i'm doing exactly first time trying. and yeah feraligatr is pretty slow but i EV trained his defence too so he's also my tank cause he takes hits with little damage even super effective. and he has agility which i usually use first. adamant would be better but i didnt feel like breeding a thousand totodiles i just went with the 1st one i got honestly. but i used 10 evs on attack and speed. and like maybe 6 on defense and another few on sp. def to be accurate on the vitamins. If you don't wanna breed for IVs at least try and breed for natures. Here's a useful picture I found. It's explains breeding and some stuff about EVs in an amusing and easy-to-understand way.

Lv. 50 can be somewhat accurate, but nowhere near as accurate as Lv. 100, yes. In regards to the Feraligatr, what nature is it? It seems to be coming along alright.The only way to have an accurate reading on a pokemons EVs is to see it at level 100.
