I saw a thread on this a while back and didn't pay much attention because I didn't have one, but I picked one up today for SMW and I'm just as confused as you are. No one I know can figure it out. It almost looks like it was meant to clip onto the Wiimote and they ditched the idea at the last minute or something.
I think it would be kind of lame to have an external rumble pack in the year 2007. If you have a classic controller you would know that it's obviously something that has to be attached. I always thought it would have something to do with memory, like some kind of SD card attachment.
I think I figured it out. The button is to attach an a grip bar so you can hold it like a regular controller if you don't want to hold it the way it is.

That's a very good guess. I always thought it would be a way to attach the wii-mote to the controller to keep it from dangling around.
It was supposed to clip onto the Wiimote, but something happened. Actually, nvm, i don't even know what Nintendo's planning to do with it. I have a feeling it will go with something in the future though. Why is it that Nintendo's keeping everything secret lately?
