This may be true to an extent but you can't really say that when the entire mario franchise is filled with filler characters, in my opinion.

I can only tolerate Wario because he has developed his own identity and detatched himself from the Mario series like DK and Yoshi have. He also reminds me of Booster:

Waluigi offers nothing unique and has little to no redeeming qualities... they just needed another clone cause its unfair that the older brother gets one and the younger one is neglected.

Cause he's annoying as hell... And he's in nothing but Mario sports games and spin-offs. At least Wario started out as a villain in an actual mario game.
