First, the game is made of a bunch of little segments and a godamn variety of gameplay, so I don't see the need of deep shooter controls. It balances first aid, shooting, quick time actions, platforming, etc. I can't help but to compare it to MGS: one thing I hated in MGS1 and specially MGS2 is that you had a hell of an arsenal, but you rarely had freedom to use them as you wished, every situation required very specific actions. So I'm happy Disaster has more linear shooting so you won't feel like you want to do something else, but just can't because it would 100% fail.
Second, there could be some in game animations going on. Let's say a disaster is going on and animations kick off, you can't let the player go everywhere, you have to restrict his moves so it won't interfere with animations. It kinda reminds me of Gears of War, there's plenty of sections where you're limited to a small area and everywhere else lots of stuff is happening.
After all, according to Nintendo, it's "similar" to on rails shooting, but not specifically on rails.
Yeah. It looks like they were trying to create a character that would appeal to both a Western (muscular body, skin color, clothes) and Japanese audience (hair, facial hair, eyes).The protagonist looks like a douchebag, though.

there's no excusing this, I'm sorry to tell ya, but taking away the freedom of a player as soon as action starts is just stupid, they have freedom everywhere else, why not when it's really useful
on-rails shooters, as great as they were, are not great ideas for home consoles, and this "you have to restrict movement thing" that's really a load of rubbish, if they can have freedom for exploring city streets they can have freedom shooting people in the face. They've just gone a lost someone who was actually interested in the game
