Whenever you feel you're ready. In the past couple of years, the host appointed the tallyers to specific sections and threw out a date for the nominations to start. Really nothing to it. Just make sure you talk with all of the tallyers so you all agree.
A sample format would be waiting 2 weeks for nominations to start, keep that thread open for a week, tally the nominations for a week, start the voting round right afterwards and allow for that round to be open for another week, and publish the results after all of the final votes are counted. Just realize that this is an example, and not what we did last year.

bluezy added them into the opening post. Something that we did in the past was have mass conversations in Windows Live Messenger so everyone was a part of the conversation at the same time.
