I'm not talking about actual bias. I'm talking about a perception of bias.
The average person could reasonably conclude that Musk couldn't be impartial in his decision making about where government funding should go. His companies are a major recipient of government funding. His companies are kept in check or frequently investigated by government agencies. He stands to gain significant sums of money for himself and his businesses depending on the decisions made by his Department. I think that's more than enough to say a presumption of bias exists, as you put it.
That means that, in a fair system, any decision by DOGE that benefits him or his companies should rightly be challenged. If Musk can't demonstrate that his decisions were wholly impartial in nature - if he cant overcome that presumption of bias - then frankly the decision should be reversed.

Just to clarify my position. In case you still don't see where my position is.
I don't think the people at DOGE are being intentionally nefarious, and nowhere did I state as much. But they are completely incompetent and Elon Musk with his buddies across several other special interest groups knew exactly what they were doing when they concieved DOGE. This is also the reason why later on, I also explicitly said they made mistakes (which could have serious consequences) rather than maliciously alter data.
Big pharma and other special interest groups love getting around regulations. And DOGE has been a godsend for this. Hiring a bunch of people in the early 20 somethings, many of them without any legal or political education, overwork them and the gross incompetency is the inevitable result.
Drain the Swamp rhetoric has ALWAYS referred to special interest groups and lobbyists. When people say "drain the swamp" they are usually not talking about the deep state or whatever (which I know some people like to assert).

USAID which is a soft power is less than 1% of the budget and they're lying about what the money is spent on. They want to close agencies that were investigating Musk. That is NOT at all for the good of the country. Also soft power is less expensive and more beneficial than hard, ie military, power.
